Howard Marcus is the founder and President of CDS. Mr. Marcus is a licensed general contractor in the state of California with more than twenty years of experience in the construction industry. He is an expert in construction contract negotiation, filing and settling claims, dispute resolution, and construction practices and techniques. In addition, Mr. Marcus was an instructor of construction practices for Cerritos College, and the Field Iron Workers’ Training Program (International Association of Bridge, Structural and Ornamental Iron Workers).

Mr. Marcus has an extensive management background in service industries. He has been a regional marketing manager for Gibraltar Securities, Inc., the President of Speaker Services, an educational training firm catering to Certified Public Accountants, and CEO of Japanese held Muto USA, Ltd., a group of investment companies in real estate, finance, and business investment.

Mr. Marcus is a respected construction advisor and speaker on construction documentation as it relates to risk management, claims avoidance, cost overruns, claims mitigation and facilities management.
